Infrastructure Programs
Commissioner Garcia’s Infrastructure department maintains over 1,300 miles of roads, 1,500 miles of roadside ditches, 50 parks and green spaces, the historical Lynchburg Ferry and Washburn Tunnel, as well as manages millions of dollars in capital improvement projects. This team is always looking for ways to better serve the community by improving transportation, recreation, and general living conditions throughout the Precinct.

BetterStreets2Neighborhoods

BetterStreets2Neighborhoods (BS2N) is a program dedicated to preserving asphalt roadways throughout the Precinct. Improvements include restoring the base, overlaying it with new asphalt for a brand new, smooth riding surface, and then finishing it off with striping.
You may be wondering how we pick the roads. Answer - our Road and Bridge department regularly assess roadways and their conditions to identify the best candidates. The roads are then grouped together to create maintenance packages for efficient repair and follow-up maintenance schedules.
SaferStreets2Schools

SaferStreets2Schools (SS2S) is a program that partners with local school districts to improve areas with high student-pedestrian traffic. These improvements vary based on area needs, and may include the installation of sidewalks, guardrails, pedestrian-crossing zones and footbridges, as well as signage replacement and roadway striping. Proposed improvements are evaluated by Harris County Engineers and placed into design to create the best solution prior to construction.
Mosquito Control

Precinct 2’s Standing Water Attack Team, also known as SWAT, patrols unincorporated areas within the Precinct targeting pest mosquitoes that are a result of standing water. SWAT treats problem areas based on surveillance and upon request to reduce mosquito activity. Our professionals inspect areas for potential breeding grounds and perform landing rate tests to detect mosquito activity. If landing rates reach the specific threshold, the area is treated. In addition to treatments, SWAT conducts short, educational seminars to inform residents, schools, and other groups on mosquito control and ways to be proactive at home. Precinct2gether
The East Harris County Senior Citizens (EHCSC) program was founded in 1975 as a response to the needs of the citizens of Precinct 2. County funding was not available for certain services, therefore a non-profit organization was formed with funds from donations and fundraisers. In 1983, the program was expanded to encompass citizens residing in nursing homes. In November 2007, an Amendment to the Articles of Incorporation was filed formally changing the name of the organization to Precinct2gether, Inc., thereby broadening its scope of community services.

The Precinct 2 senior program provides various activities throughout the year within our 17 community centers. Area coordinators plan activities and register local senior citizen groups to use the Precinct 2 buses for various trips and outings. Special outreaches include a Nursing Home program, homebound and congregate meals, vouchers for transportation, and social services.

VETERANS PROGRAMS

We are proud to announce our ongoing dedicated service to all Precinct 2 veterans, dependents and surviving family members. Our Precinct 2 Veterans Services Department provides direct assistance to US military veterans and family. The staff can assist with healthcare, transportation, pensions, compensation filings, death pension claims, burial benefits, and grave markers. We are located at the V.V. Our Youth Programming includes Summer Day Camps and After School Programs. We provide quality programming to our student participants including homework assistance, educational field trips, academic enrichment opportunities, cultural art activities as well as unique and exciting special youth events throughout the calendar year.
